Press Release

HELENA – The Montana Lottery today released draft rules regarding sports wagering in Montana, an activity legalized by the 2019 Montana Legislature and assigned to the Montana Lottery to operate.

The draft rules, available on the Montana Secretary of State’s website here, deal with licensing, retail commission and a variety of other details related to the operation of sports wagering. The sports wagering rules are under Item 19 on page nine of the .pdf document. They are required under the Montana Administrative Procedure Act, which protects the public’s right to view and participate in government decision-making.

“The sports wagering law passed in May and we’ve been working hard ever since to build something Montanans will be excited about,” said Lottery Director Angela Wong. “We’ve got a lot to share with Montanans, but the first step is making sure their voices are heard as we move forward.”

The rules will be available to the public as drafts for a minimum of 30 days. The Montana Lottery has scheduled a public hearing about the draft rules on Oct. 28 at 10 a.m. at the Montana Lottery headquarters.

Sports wagering was legalized by the 2019 Montana Legislature and assigned to the Montana Lottery by law. The legislation passed after the U.S. Supreme Court in 2018 struck down parts of a federal law that had generally prohibited sports wagering in the United States. That paved the way for states to enact sports wagering, should they choose.

Since then, Montana and several other states have enacted sports wagering.  The Montana Lottery is working toward launching sports wagering in Montana by the end of the year.
